Market watchers say Trump may announce the new fee schedule on what he dubs "Liberation Day" just after markets end at about 4:00 p.m. ET. Details remain uncertain with proposals ranging from a flat 20% fee to measures focusing on particular industries.

Officials noted that the new set of tariffs would go into effect at once and indicated a willingness to negotiate lower rates if necessary. A 25% tariff on steel and aluminum imports has been consistently active since March 12.
